Ice barrier is a defensive Ice spell which 
Slows enemies that hit you by 20% for 5 seconds. This Slow is applied on enemies only if they hit you with a melee attack - it has no effect on enemies who use ranged attacks or damage over time effects.
Ice barrier shares cooldown with other barriers (
Shadowlight barrier and 
Fire barrier) and lasts for 10 seconds.

Level 1:
Ingame description:
Surrounds you with ice, slowing any enemy that hits you with a melee attack by 20% for 5 seconds
Lasts for 10 seconds
Level 2: At level 2, ice barrier also decreases all damage you take by 15%.
