Minor rarity potion is an utility potion that increases your chance to obtain higher rarity equipment by 3.5% for 15 minutes. You can have only one utility potion active at once and while you can cancel its effect, there is a 30 seconds cooldown after consuming one utility potion before you can consume another one.
