Hivebender is an ultra rare weapon that cannot be obtained in any other rarity than epic. Because it cannot be obtained from enemies, it's item level on drop matches your level.

Background
From time to time, people in Torisia think of the possibility to use bees and their stingers to deal great damage in wars so they attempt to create magical staves to control their minds but these attempts were never successful. However, it didn't stop anyone from trying again and again with various ideas and while there's no staff that can control bees, there's one staff that might be promising.
Hivebender tries to accomplish this by not only resembling a queen bee but also by absorbing bee pheromones - which is the reason why you might sometimes find them inside of beehives.
