Weather in Torisia does not affect the gameplay in any way outside of visuals for now.

Changing weather

Weather runs in 2 cycles:

Weather cycle - Every time weather changes, it generates from 2 to 6 intensity cycles (2 - 4 for rain and thunderstorm). Weather can change only once it goes through all cycles.
Intensity cycle - Changes every 40 - 60 seconds and removes one intensity cycle. Once all intensity cycles are depleted, the weather may change and generate intensity cycles again. Intensity cycles determine how strong the effects of this specific weather are in this time span.

Weather is generated randomly based on a chance.

It's possible to hit the same chance multiple times in a row so a new weather cycle might start without any weather changes with a few exceptions

Clear weather cannot change directly to raining (or snowing) or thunderstorm and vice versa.

If the weather is currently rain, snow, thunderstorm or clear, there's a 50% chance it will switch to cloudy or 50% chance to switch to windy weather. It cannot switch to any other weather including the current one. (E.g. - Clear weather must switch to either cloudy or windy but it cannot stay clear or go directly to thunderstorm but a windy weather stay windy forever).

There are 3 values that create the weather together. They can range from intensity 0 to intensity 10.

Wind
Cloudiness - At intensity 7, it also makes the global light 10% dimmer up to intensity 10 where it's dimmer by 40%
Rain - Also makes the global light dimmer by 1% per each intensity level

Highest possible dimmness during the daytime due to weather is 50% or up to 85% during the night (the dimmness of a clear weather at night is 75%).

These intensities are changed every intensity cycle. They're randomly generated based on the current weather.
